Not alot on this from the config guides ... (watch for the ugly word wrap)

From the guide:

shutdown vlan: To shut down local traffic on a specified VLAN, use the
shutdown vlan command in global configuration mode. To restart local traffic
on the VLAN, use the no form of this command.

shutdown vlan vlan-id
no shutdown vlan vlan-id

VLAN number of the VLAN to be locally shut down; valid values are from 2 to
1001.

Router(config)# shutdown vlan 2
Router(config)#

Sorry this does not help much. Thinking of a quick lab ... -

1) configure inter-vlan routing for VLANs 1, and 2. Ping across from a
switch or another device. Shutdown vlan 2 and see if you can still ping.
There might be a helpful debug command to assist with this as well ...

I do not have access to my gear presently ... but can lab this up tomorrow
if you like.
