The section "Seeking and/or obtaining unauthorized access to examination
materials" refers to tk/p4s providers, since they do actually have exact
copies of examination materials - in intellectual property sense.

That generalization is not enough for you? You want Cisco to state P4S and
TK directly?
Maybe you also want copyright law to contain name of every single individual
that can copy your study materials without paying you a single dime? Because
you know, copyright law's statement is no too different from Cisco's.
