Do not confuse ECN with BECN/FECN
ECN is an implementation for signalling to TCP, while FECN/BECN is
signalling to Frame Relay.
Theoretically you can set FECN directly, but that is not the exact intent of
that bit.
For frame relay and yourscenario, DE bit would be more appropriate
