Well, cos of "and we need to inform remote router that there is congestion
in network.", I would tend to think we need to inform the remote router that
there is congestion on the network, so that an immediate action would be
taken.
I think there isnt enough information from the question to provide an
exactly solution.
Anyways, just my 2 cents.
