Are you talking about dot1q tunneling? I don't understand it wouldn't be.
Here is a lab I have set up:

SW2#show run int f0/14
Building configuration...

Current configuration : 191 bytes
!
interface FastEthernet0/14
 switchport access vlan 999
 switchport mode dot1q-tunnel
 l2protocol-tunnel cdp
 l2protocol-tunnel stp
 no cdp enable
end

SW2#show mac address-ta | inc Fa0/14
 999 0000.0000.0003 DYNAMIC Fa0/14
 999 0005.325a.4e81 DYNAMIC Fa0/14
 999 0019.e816.df10 DYNAMIC Fa0/14
SW2#
