We'll, I would still adjust mss as adding ipsec ESP overhead is still going
to come into play.

I would do GRE/IPSEC per say, as it's the standard, where Ip-Ip is not
widely used.

There is never a good reason to send packets out on a wan where packet
overhead is going to be increased during encapsulation/encryption.

The MSS is only set on the TCP connection open, so its not like every packet
gets the MSS changed! Why not do it?

Please Whats the advantage of implementing IP-in-IP tunneling versus GRE
tunneling? Does IP-in-IP eliminate the need to adjust the ip tcp mss-adjust
settings on the routers and also MTU?
