I've seen this happen when the SP has the wrong config-register.
Once the RP is booted, login and run:
"remote command switch show boot"
If it's something other than 0x2102, or some other value that means
it'll go into ROMMON, just re-enter the config-register in the RP and
write the config -- the proper value will be propagated to the SP
(verify with the same command as above).
