Heheheh... It's an age-old debate though. And a valid thought.
But just like there's no set indicator that someone who recently passed
knows anything more than the lab test itself (hence the recent debate about
knowledge of a hub), there's no indicator that someone who passed a while
back has kept up with technologies.
Some do, some do not. But as far as Cisco is concerned we are still CCIEs.
I'm pretty sure it would not be a good idea to go tell Terry Slattery (the
first CCIE (non-proctor) ever) that his skills are out of date. He may well
whip out a hidden PSH/RST on you. :)

No it is not the case in Cisco whether you pass version 1 or version 10 .
Cisco has re-cert policy every after two years so you can refresh new topics
in CCIE written.
