This is NOT true and over generalized, especially about Middle East.
I personally know bunch of CCIEs in Qatar who work for a company called *Mannai
*who are hard-core Cisco Engineers. They really have the passion for the
technology. You call them day or night, they jump to come and see your
problems, for the sake of technology. (BTW, I am just a customer for them).
One of them (a good friend of mine) recently passed and even did not
bother to publish his success story here. Very Humble indeed. I know how
hard he worked to obtain his CCIE.
