What I meant by the statement that "Hub is not tested in CCIE" was that CCIE
certification does not always mean that a person is truly an expert, as you
have found out for yourself.
On the other hand, I know true experts who design very complex networks and
don't even have a CCNA. They don't have any certification, they just don't
want any.
Also, the most highly paid network professional I know does not have a
certification (the actual technical architect, not the
boss/director/management)
And that is why you are conducting an interview, is it not? You want to find
out if he has a knowledge you would expect from an expert holding CCIE,
because you don't want to assume anything.
P.S.: Was he a real numbered CCIE, or was he, as Narbik put it, "a CCIEW"
(a person who passed CCIE written)? Did you check him in CCIE verification
tool? Maybe he was pretending to be someone else...
