I wonder if this is because of the (lack) of maturity of the product vs its
actual benefit? MARS gets goofy and doesn't always perform as advertised.
(discovery, seed files, oracle problems, etc...) This could cause difficulties
for the proctors and they may have decided it wasn't worth the hassle since
its not that commonly used of a product?

Effective April 2009, important content changes will be implemented in the
CCIE Security Lab exams. Candidates for lab exams scheduled mid-April 2009
