If your using a cisco H323 gateway with CUCM 6.X you wont be needing an MTP resource. Make sure your not misconfigured to do so...in CUCM 6.X gateway page web interface..
I'd check the regions matrix to see if the destination phone (transfer to) is in a different region than the gateway is in (via different device pool assignment)
If they are, and they are set to communicate via different codecs (h323 gateway and transfer destination), since your using H323, make sure you setup a "voice class codec" with appropriate codecs in your h323 gateway, and apply it to your dial peers to allow codec "flipping" as needed..
This might point you in the right direction, although it might just be a an IOS bug... This is just a quick, off the cuff thought process on what might be happening to not be working...
If the transfer was successfull, ultimately the final RTP stream will be between the transfer destination and the gateway, and the codec in use will be dictated by the device pool/regions matrix between those 2 devices
