Hi,
I feel it's monitored the layer 3. As longer as tunnel destination is
unreachable, line protocol goes down, hsrp state will go to standby.
To monitor end to end reachability, input it to "standby 1 track 1"
where track 1 is an event of sla/rtr/saa.
