Hopefully not too late on this one -

The UC520 should be able to support modems like any other FXS card carrying
router.

What you're reading about both sides of the relay requiring cisco gear is
only for modem passthrough with NSEs and cisco-based modem relay, and this
is only for the VOIP leg. In this situation I'm guessing you're sending the
modem traffic out your E1 so it will be plain jane voice by the time it gets
to them either way.

Under voice service voip, try enabling modem passthrough nse codec 711ulaw
(or alaw possibly in europe).

But otherwise, I would run 'debug voip ccapi inout' and 'debug isdn q931' to
find out which side is hanging up on you, and go from there.
