It means that anything with a source IP of your local router won't get
filtered outbound...
Well, perhaps I should clarify more 'cause you may decide to spoof some
packets just to play. Things where the entire packet is built on your
router (e.g. pings, telnet, etc) are too late in the processing to be killed
by an outbound ACL.
If you are looking at CCNA slides for this, I'd suggest putting them down
and play with a router or two and see what does or does not get filtered.
