I don't know why you would want to set it in an outbound map. localpref is
shared by ibgp neighbors anyway, so if we are neighbors I am already giving
you my local pref. I would not want you to have a different localpref than
me, as all routers in the AS should have same localpref for path selection.
I think routing loops could occur if routers have different localprefs for
same route...i have never tried this though

just my rambling thought, i havent labbed it with an outbound map, i dont
know if its possible, maybe someone has better info
