Help PLZ :phone doesn't ringing,dial-peer matched.

I have this scenario:

(FXS)R1----T1-----PSTN-------T1--------R3------Ethernet---MC3810 (FXS)
0612000xxxx
   0113000xxxx

R1 & R3 : 1760

PSTN:2600XM

I can dial MC3810's FXS from R1 but cannot dial from MC3810 to R1.

I cannot dial from R3 to R1 but can call from R1 to R3

I can call R1 from my PSTN router.

Everything in both sides are same. Even debug output on R1 shows that it
matches dialpeer,but still no ringing!!!

this is what I got when call from R3 to R1:

Mar 1 02:22:29.255: //7/034B5EFF8005/CCAPI/ccCallDisconnect:
   Cause Value=47, Call Entry(Responsed=TRUE, Cause Value=47)

This should indicate that I have codec mismatch. but both side (R3 and R1)
are same routers,so how come they might use different encoding by
default!!!!!

and since there is no VOIP dialpeer between R3 and R1 so I cannot change

codec.

R1:
