I believe it has been mentioned that there are two options available for
backup RP's with Auto RP

1) Manipulate the highest IP address on the routers so that they will
    Be primary and secondary of your choosing

2) Configure a group list that is more specific for the one that
    You want to be the primary and make the group list less
    Specific on the one that you want to be the secondary.

You are right, Only BSR has priority option

By default, the router with the highest interface IP address on a subnet

will be the PIM Designated Router highest IP on the subnet can be
overridden
ip pim dr-priority X (default 1, higher preferred)
