That is a very broad statement and contradictary. Are the switches dumb or
complicated?

Are you saying all Cisco switches are slow? Cisco has switch lines that fit
every market segment. If you are spec'ing out a 2960 for a top-of-rack data
center switch, then yeah - it may slow compared to a 4900.
