Consultants can be used to satisfy partner levels, but the following is in
the partner rules.
"A maximum of 50% of the required number of CCIEs can be hired under
contract provided that the following criteria are met:
CCIE must have exclusive, full-time contract with partner in country seeking
certification.
Contract must be good for at least 12 months from the audit date."
Now of course someone could read into the first statement a few different
ways, and spin it as far as using different work in different countries to
justify being 100% for that partner in that country.
