You can have 50% of your tagged people be contractors, but they have to be
"exclusive" contractors per the agreement.

Now, how those details hold up in an audit situation all depend on how much
Cisco likes you anyway, and how grey you are trying to be with the
"exclusive" portion. :)

I believe in the partner agreement, you must use a full time employee to
count towards your certification requirements. Hence the violation and
reason it could be considered "cheating."
