Config:
1: Use ACL to permit the GRE port with time-based that the time you want the
physical interface be down.
2: Create a GRE tunnel on unrelated network path and apply the ACL on the
GRE tunnel interface
3: Use "backup-interface" on the GRE tunnel and apply it on the GRE tunnel
interface.
Result:
When the GRE interface is up (ACL permit statement is active), the physical
interface is down(due to backup-interface)
When the GRE is down (ACL permit statement inactive), the physical interface
shoud be up
I haven't test this concept before, but I think it's worth to try
