I have experienced this in the past as well with 3550's 3560's and 3750's.
I believe there must be some requirement for space on the flash for this to
work. So if the image is too close to the total size of flash this option
still fails. That has been my experience with this option as well.
If you want to test you can delete all the old HTML directories and files
and do it again. I believe it will work for you.
