E1 in Blocked state

Dear All,

I am facing problem on my voice gateway that the outgoing 16lines in one out
of two E1s get blocked if I do shut and no shut to the respective voice port
then it comes to normal state and after some time it again go into block
state.

The output of show voice call summary is as follows. The state is
R2_Q421_BLOCKED. Any help will be appreciated.
