policy-map test
class http
*police rate <value in bits per second>*

This is also "kind of CAR", isn't it? But as per description of the DocCD
only user for policing to the control plane?

The police command (original implementation) is very similar to CAR in
functionality and configuration.

The police cir commands allow for dual rate (committed and peak information)
to be supplied.
 
Check out the explanations in the command reference guide (or configuration
guide) for QoS.
