You can't access them directly (e.g. only device being connected to) or you
can't access them simultaneously? (e.g. you can get to the first 16
connections, but it ends after that?)

For the first one, the port numbering should be perfectly fine unless
something is misconfigured or dysfunctional on the card/cabling. Those HD68
connectors can be a pain if the pins get messed up.

For the latter, it depends on how many total VTY ports you have configured,
or are allowed on the box to begin with.

Newer routers allow for some obscene amount of VTY ports (1181 if memory
serves) but older routers do not, hence a limitation and irritation!
