I have not looked up "no arp frame-relay" but from what I know so far (thats
not much) that frame-relay inverse-arp is the method routers use to
dynamically learn. So turning it off will achieve what is being asked in the
question.
Keep in mind that DLCIs are associated with the physical interface by
default and you have to use frame-relay interface-dlci command to assign it
to the sub-interface. So turning off inverse-arp on the physical interface
will take care of the requirement.
Please correct me if I am wrong since I am no where close to the level of
90% of the crowd on this list :)
