I think you might be getting things confused. There are two ways to channeling protocols - PAGP and LACP. PAGP is Cisco proprietary where LACP is a IEEE standard. Both channeling protocols have an "on" mode. Now if you asked about active or passive mode - only LACP offers those modes (and thus are approved for use by the IEEE).
