I am referring to the following option:

SW2(config-if-range)#channel-group 1 mode

active Enable LACP unconditionally
auto Enable PAgP only if a PAgP device is detected
desirable Enable PAgP unconditionally
>> on Enable Etherchannel only <<
passive Enable LACP only if a LACP device is detected

I think the general consensus is that it is not an IEEE protocol in itself.

I think you might be getting things confused. There are two ways to
channeling protocols - PAGP and LACP. PAGP is Cisco proprietary where LACP
is a IEEE standard. Both channeling protocols have an "on" mode. Now if
you asked about active or passive mode - only LACP offers those modes (and
thus are approved for use by the IEEE).
