Hi Geert,

I had a similar issue on 3560 PoE switches where the 25th phone does not
get the power.

This is due to the fact that the power available on the switch was 370 W and
by default, each port is allocated 15.4 W.
(370 / 15.4 = *24.026* phones max).

As per one of the Voice Experts in the GS, I tweaked the power on the switch
ports to 6.3W ( IP Phone 7941) and 5.0 W ( IP Phone 7911) and so on. By this
way, I managed to utilise more or less all the ports.
( IP Phone 7971 should also work with 6.3 W which I do not remember
exactly).
To do this, go to the interface config mode and run : *power inline
consumption 6300*

You may get a warning, but that is ok to ignore. Better shutdown the port
before apply this command.

I know what I have written above may not be *fully* relevant to your case,
but may be handy for later usage.

Try shutting down the ports and enable / Or reload the 4th switch during
non-production hours.

Let us know as to how you fix this.
