Expected and irritated behavior. :)
The 'backup-interface' will put your serial link into a "standby" state
(essentially down).
When you do "shutdown" on your Frame link, it would logically stand to
reason that it should switchover, but the router believes YOU did it on
purpose and therefore won't backup!
If you shut things down on the other end (make any PVC's on that int/sub-int
go inactive, or shut at the frame switch, or even change your LMI protocol)
that will make the switchover work!

I'm trying to configure a serial interface to be a bacup for a frame
subinterface. The problem I''m running into is that every time I issue the
backup command on the frame interface it brings down the serial interface.
If I then shut the frame subinterface the serial interface does not come up
and I cannot ping the router thats attached to that interface. When I
unshut and remove the backup command I get my connectivity to the router
thats attatched to the serial interface. show backup shows that operation
is normal when the frame interface is up and disabled when I shut the frame
interface. heres the debug from the debug backup
