Random detect ECN

Hi
I got this off Cisco website and need clarification.

Enabling ECN Example
The following example enables ECN in the policy map called pol1:
Router(config)# policy-map pol1
 Router(config-pmap)# class class-default
 Router(config-pmap)# bandwidth per 70
 Router(config-pmap-c)# random-detect
 Router(config-pmap-c)# random-detect ecn

Would this mean that if the bandwidth exceeds 70% the ECN bit is set signaling
congestion to the the downstream device.
