I have seen the problem, LACP active mode not working between two
3560s with this image

Cisco IOS Software, C3560 Software (C3560-IPSERVICES-M), Version
12.2(25)SEE3, RELEASE SOFTWARE (fc2)

AND this one,

Cisco IOS Software, C3560 Software (C3560-IPSERVICESK9-M), Version
12.2(35)SE5, RELEASE SOFTWARE (fc1)

It works fine on two 3560 using

Cisco IOS Software, C3560 Software (C3560-IPSERVICES-M), Version
12.2(25)SEE3, RELEASE SOFTWARE (fc2)
