IP Phone Daylight Savings Time update using "time-zone" command

Maybe someone on here knows the answer before I open up a TAC case.

I have a site with Cisco IP Phones that will not update the time from the
last time change. My internal clock on the router is fine and up to date.
I have changed the time-zone 12 to time-zone 13 and back to 12 just to see
if any change occurs and power cycled the router and phones still no joy. I
also issued the create cnf-file command and power-cycled the router and
phones still no joy with the time being updated. Here are snippets of the
config and some show commands on the Cisco 2811 Router if anybody can give
any suggestions
