It is important to know which one is DR. That is true.
But it doesn't have to be the same as the HSRP master, as long as both R1 and R2 have the same connectivity to the rest of the outside world.
You could perfectly run HSRP master on R1 and all unicast would leave via R1, and use R2 path for multicast (because R2 is the DR of MC).

Typically you can find an environment with HSRP where you have to fix the DR as the same that the active router:

Hsrp active 192.168.1.1 (r1)
Hsrp standby 192.168.1.2 (r2)
Pim DR --> high IP --> 192.168.1.2 --> problems
So, it's important to know witch is the DR.

To select one of the many PIM routers in the same broadcast domain to
response to IGMP join/leave messages.
PIM DR is also responsible to poll the existing multicast groups for
any members still interested to continue receiving the multicast
feeds.
In PIM sparse-mode, the receiver DR sends PIM join (towards RPF
neighbor) and PIM prune messages from the receiver
network toward the RP.
The source DR sends PIM register messages from the source network to the RP.
