No, the access switch does need to do the option82 insertion (so DHCP server can receive port information).
However, - by default - the Layer3 switch refuses to accept DHCPDISCOVER broadcasts with Option82 info already
in it. That is why you need additional "no ip dhcp snooping information option" command on the L3
