6500 QoS L3 GRE interface

Hi All,
I'm trying to prioritize one particular IP subnet outbound through a
Tunnel interface on a Cat 6500.
I've tried MQC using nested policies (needed in IOS for Tunnel
interfaces genrally) which generates this message "MQC features are not
supported for this interface"

Eg #1
class-map match-all voice-budapest
  match access-group name voice-budapest
 
policy-map voice-budapest
  class voice-budapest
    priority 2000000
policy-map Tunnel-67
  class class-default
    shape average 8000000
   service-policy voice-budapest

Extended IP access list voice-budapest
    10 permit ip any 10.20.208.0 0.0.0.255

6500(config-if)#service-policy output Tunnel-67
MQC features are not supported for this interface

and I also tried simple priority queuing.

However, this beast is proving difficult.
Does anyone have any experience of how I could achieve this?, It (the
6500) is running a L3 image with a PFC2.
