I've heard the same thing. Basically it is a bonus check for the regularly
employed or the self-employed. Sorry if it hurts regular ccies who work for
gold partners. It is a dog eat dog world and 10-30k extra is still 10-30k
extra. Cheaper for the partner and a bonus for the recipient. The only
thing is a ccie from another country cannot be counted as a ccie employed by
a usa employer it seems. Too bad there are ccies who work for 20-30k us in
other countries. And ccies in the usa working for 50-60k.

why not earn 135k from one employer and rent the cert to another. 145-165k
is much better than just 135k

Is my math bad?

Now Tony, he was only offering a rental agreement. While he can fix
your stairs, the fix will be of a temporary nature and may be removed
along with the windows when the money runs out. This will of course
provide you with an alternative means of access into the upper floors,
and much faster access to the lower ones.

Seriously though, I don't think this is so uncommon. I understand that
a number of contractors do the same thing, including some well respected
individuals.
