Now Tony, he was only offering a rental agreement. While he can fix
your stairs, the fix will be of a temporary nature and may be removed
along with the windows when the money runs out. This will of course
provide you with an alternative means of access into the upper floors,
and much faster access to the lower ones.

Seriously though, I don't think this is so uncommon. I understand that
a number of contractors do the same thing, including some well respected
individuals.
