In my opinion, if the question does not specify one way or the other, or if
there is no restriction to using a specific way, then surely either way is
fair game. However, if you read the entire IPv6 section you would see
requirements like establishing frame-relay over IPv6. Now with this
requirement, if you have turned off inverse arp, you would expect the other
side to have a mapping to a predictable address on your side. In that case,
I would not use eui-64.
