I would just go with the min or max value that I can configure in the
rate-limit interface command:

R1(config-if)#rate-limit output 8000 ?
  <1000-512000000> Normal burst bytes

R1(config-if)#rate-limit output 8000 1000 ?
  <2000-1024000000> Maximum burst bytes

In this case, either 1000 or 2000, depending on whether u r doing
normal or maximum config.
