Hi Carlos,

 I lived %50 packet loss problems on ISR series, they are not the same as
you but the problem root could be same, and my solution path:

 *Testing the system with disabling caching techniques (I mean cef)
 * down-grading the IOS versions. (to be sure, whether it is an ios error or
not)

 -> In this case :
      * we are sure there is no layer-2 problem.
      * Try to use old fashion tools beside the smartbits (vs wireshark,
ping :)) to be sure
the same problem exists end-to-end at small rates, if you can set any
layer-3 device
instead of one of the switch probably it would be better.
