Shiran,

When a router receives an IGMP join from interface, this triggers that
router to send a PIM join out another interface upstream towards an RP
in a sparse mode (if this is the first IGMP membership for that MCAST
group in question).

By preventing IGMP membership for a particular group coming into an
interface, you are in essence preventing this router to send out a PIM
join upstream!
