the CCIE certification is valid for 24months and another 12 month half valid
mean that during the 3rd year it is not valid certification but to renew it
you just need to complete one of the CCIE written tests.

overall if you have also passed this rescue point you need to do the written
and the lab again, to any of the CCIE there is no requirement to be CCNA or
CCNP before but you should know that!
