AFAIK, setting the ip next-hop in route-maps is only done for BGP (mayb EGP?)

In EIGRP and OSPF routes ultimately recurse to exit interfaces and the
next-hop address will be the IP address of the neigbour out that exit
interface.

Because of the fundamental operations of LS routing protocols, in
which every router has the same picture of an Area (like all other
routers) and locally performs its calculations (Djikstra) based on its
LSA's, you cannot achieve what you are trying to do there.

You could configure normal Policy Based Routing instead though.
