Hi Frog,
IMHO CIR is what we can expect we will get from provider, so if we have
to reserve 20 % means (Guarantee) then we will calculate it from CIR and
not AR(Total Bandwidth for local loop) and for signalling that is local
to service provider, we can calcuate it from AR.
Someone, Correct me if I am wrong.
