A TCP connection request is the start of setup proccess ir order to get a TCP conection oriented session.
   
  The first packet have a bit flag SYN active, and then the receiver start a process ir order to answer and establish the session.
   
  A SYNs attach happen when the attacer sent a lot of SYN packet, without the intention of finish the establish process, just looking for hurt the resources on the receiver machine.
   
  I guess is not approiate use the term "CCIE Written".
