I think you are trying to ask for IP SLA operation and not
configuration.
As far as configuration is concerned, you can schedule your SLA lifetime
to " FOREVER" which will automatically be started when Router reloads.

  They do not reload your routers before the grading. Also why would
your IP SLA configuration be gone after a reload?
