Only on CatOS!
On 3550/3560 late model ios its 24576. if another switch has this priority
already (it listens) then it sets it to 4096 LOWER.
You can just manually set the priority like the error msg says; or use ROOT
GUARD TO KILL THE OTHER ROOTS!!! LOL
