Hi Subodh,
I implement same scenerio with Dynamips and found same error
%Error: FastEthernet1/8 Service Policy Configuration Failed.Only Police
Action S upported.
Even though I did not use police command in policy-map .
One thing I marked if I changed port to layer 3 port by "no switchport"
it accept the command.Require more investigation !

        As per of my Knowledge Police can apply on Inbound as well as
outbound
                                             Shaping can apply only on
outbound .
        Can you re-check are you doing policing rather than shaping ?
